Kim M. McKay, MiCPT - President
Treasurer, City of Rockford
Kim started working for the City of Rockford in 1996 as Deputy Treasurer and was appointed as Treasurer in 1998. In addition to managing the regular duties of a Treasurer, Kim has handled almost all aspects of accounting within the City at one time or another, processes payroll and Human Resources matters, and supervises many renovation projects on City-owned properties. Kim’s favorite responsibility is working with a nursery picking out flowers for the downtown area and planting those flowers in the spring.
Kim was elected to the MMTA Board of Directors in 2007 and has since chaired the Newsletter Committee, served as the local liaison for the 2008 National APT US&C Conference, served as MMTA Treasurer and coordinated the 2010 Winter Workshop. She received her first CPFA certification in 2002, with a renewal in 2006. Kim is currently the Chair of the Professional Development Committee whose responsibility is the new Michigan certification program (MiCPT) and is working on the long-term education plan/goals for the MMTA. She earned her Associate Degree in Business (Concentration Accounting) from Grand Rapids Community College. Kim has served on the Kent County Treasurer’s Association Executive Board for ten years; serving as Chairperson for four of those years.
Kim has been involved with the Rockford Relay for Life event since its inception seven years ago, and is currently serving as the City liaison on its Administrative Committee. Personally, she has lost several family members to cancer and feels a special affinity to this cause.
Kim has been married for 33 years to Mike and they have two beautiful daughters, Cassie and Kait. In her free time Kim loves to golf, garden, read and travel.

Jan Steggerda, MiCPT - President-Elect
Treasurer, Township of Park
Jan has been with the Township of Park since 1989 and was elected as the Township Treasurer in 1996. She has served her Township as a member of the Master Plan Committee, Parks and Recreation Committee, Elections Committee, Water and Sewer Authority, Personnel Committee, and Finance Committee.
Jan has been very active in the Ottawa County Treasurer’s Association serving as Vice-President and President of the association.
Jan joined the MMTA in 1997 and is a member of the MMTI class of 1999. She has served on numerous committees including Fall Conference, Legislative, Winter Workshop, and Education. She previously served as Parliamentarian and Chair of the Legislative Committee, Secretary and Treasurer and is currently the Vice President.
Jan has been married to Kim for 35 years and has two married daughters and four grandchildren. She loves hanging out with her grandkids, golfing, boating, horseback riding and just sitting at the beach.
She wants to thank the MMTA for helping push her “outside of the box” to a new level of leadership.

Mary Ann Kornexl, CPA, CPFA, MiCPT - Vice President
Treasurer/Deputy Finance Director, City of Mount Pleasant
Mary Ann has been with the City of Mount Pleasant since 1991. She was appointed Treasurer in 1995 and Deputy Finance Director in 1998. Prior to joining the City of Mount Pleasant team she worked for an independent auditing firm auditing school districts, nonprofit entities and municipalities throughout Michigan.
She received her Bachelor Degree in Business Administration in 1986 from Central Michigan University and her Certified Public Accountant license in 1987. Mary Ann joined MMTA in 1995. She earned her CPFA in 1999 and MiCPT in 2010. Mary Ann has served on numerous MMTA committees including conference, legislative and education. She previously served as Secretary, Parliamentarian and Chair of the Membership and Education Committees. She currently is the Treasurer.
Mary Ann has been married to Dale for 20 years and has two sons, Trevor, 16 and Matthew, 12.She also is a member of MGFOA and is on the Board of Directors for Sacred Heart Academy.

Cheryl Rhein-O’Neill, CPFA, MiCPT - Treasurer
Treasurer, Oregon Township
Cheryl Rhein-O’Neill was elected Treasurer for Oregon Township in Lapeer County in November 2004. Prior to being elected she served Oregon Township as the Deputy Treasurer since April 2003.
Cheryl was elected to the MMTA Board of Directors at the Fall Conference in 2007. Prior to being elected was an active member of the Legislative Committee for the previous 2 years and Education Committee for the previous year. She graduated from MMTI in 2007.
Cheryl is a past President of the Lapeer County Treasurer’s Association and is currently the Secretary of the Lapeer Greater Transit Authority. In addition to her responsibilities as Township Treasurer, she is responsible for the creation and updates of the township website.
Cheryl resides in Oregon Township with her husband Tim.

Annge Klinger, CPFA, CMC, MiCPT - Secretary
Deputy Clerk/Treasurer, City of Tawas City
Annge is the Deputy Clerk/Treasurer and Zoning Administrator for the City of Tawas City and has worked in local government since 1997. She earned the designations of Certified Public Finance Administrator in 2007 and Certified Municipal Clerk in 2010. She also has an Associate Degree in Business Administration (Accounting and Computer Information Systems) from Baker College of Cadillac.
Annge was elected to the MMTA Board of Directors in October 2008 and served as the Chair of the Education and Newsletter Committees, and as a member of the Fall Conference, Legislative, Membership and Professional Development Committees. In addition, she is a member of the Association of Public Treasurers of the United States and Canada where she serves as Chair of the Cash Handling Accreditation Committee and as a member of the CPFA Committee, Marketing and Communications Committee, and Newsletter Committee.
In her hometown, Annge serves on the board of the Tawas Area Chamber of Commerce. She is a member of the Tawas Bay Players, a theater group, and has taken the stage in a number of plays. She also serves as auditor for Tawas Lanes Women's Bowling League and has served as the Secretary of the Tawas Area Knothole Association (Huron East). She stays active in sporting events with her son Austin and daughter Riley and spends much of her free time with them enjoying nature in a variety of activities.

Matthew V. Horning, CPFA, CPFIM, MiCPT - Director (Newsletter)
Treasurer, City of Ann Arbor
Matthew has served as Treasurer of the City of Ann Arbor, Michigan, since 2006. He also coordinates the City’s risk management activities. Prior to his appointment as Treasurer, Matthew served the City as Financial Manager and in various roles within Parks & Recreation. He also served four years as Director of Membership for the Golf Association of Michigan, a 501(c)3 nonprofit corporation.
Matthew earned the designations of CPFIM in 2007 and CPFA in 2008. He holds a Bachelor of Arts in Economics and a Master of Business Administration with Distinction, both from the University of Michigan. While pursuing his MBA, he was awarded the U of M-Urban Land Institute Real Estate Fellowship.
Volunteer activities include serving as Treasurer on the Board of Directors of the Association of Public Treasurers of the United States & Canada, serving on the Board of Directors of the Michigan Municipal Treasurers Association and serving as Vice President of the Washtenaw Golf Association, of which he is a co-founder. Matthew was presented with the Outstanding Service Award by the Michigan Interscholastic Golf Coaches Association in 2002. He and his daughters Katherine and Anna enjoy hiking, biking and camping in their spare time.

Barbara Fandell, CPFA, MiCPT - Director (Education)
Clerk/Treasurer, City of Ithaca
Barb has been in municipal government since 1990, beginning her career with the City of St. Louis. Barb performed multiple jobs starting with utility billing, cash receipting and moving into the general ledger, payroll, insurances and duties of the Deputy Treasurer. She left the City of St. Louis after 14 years to take the Treasurer position with the City of Ithaca. In 2005 the City of Ithaca combined the Clerk and Treasurer positions and this is the role she currently holds. The City of Ithaca has three certified Industrial Parks, two Renaissance Zones, a DDA and TIF district, all with businesses utilizing several tax incentive and grant programs.
Barb received her Bachelor of Business Administration from Northwood University and Associates of Arts Degrees in Accounting, Marketing and Management. Since becoming a member of the MMTA, she has earned her CPFA, MiCPT, and has served as Parliamentarian to the Board of Directors and on the Legislative, Winter Workshop, Newsletter, Fall Conference and Education Committees. Barb believes that service to this organization is important as the networking and education it provides is so valuable. Currently, she serves the members of the MMTA as the Membership Chair for the Board of Directors.
In addition to the MMTA, Barb is a member of the APT US&C, MGFOA, IIMC, MAMC and MWMG. Locally she serves as the Treasurer of the Gratiot Area Chamber of Commerce and is a member of the Mid-Michigan Women’s Resource Center. She is a member of the Alma Elks Lodge and alumni member of Alpha Gamma Delta Women’s Fraternity. Barb enjoys volunteering with and supports many local groups and community events. She has a son Brandon and enjoys bowling, friends, sports, movies and traveling.

Janice L. Zuhlke, CPFA, CMC, MiCPT - Director (Legislation)
Clerk/Treasurer, City of Imlay City
Janice has been the Clerk/Treasurer for the City of Imlay City since 2002. She holds a Master's Degree in Business Administration with a concentration in strategic management and Bachelor's Degree in Business Administration with a concentration in accounting and computer systems.
In addition to her academic qualifications, Janice is a member of the Lapeer County Treasurers Association serving as secretary of the association for two terms. She is the recipient of the 2010 Treasurer of the Year Award for Lapeer County. She is also an active member of the Lapeer County Clerks Association.
Janice was elected as a board member for the Michigan Municipal Treasurers Association in 2010, and is serving as the Newsletter Chairperson. As a MMTA member she served on the Legislative, Education and Newsletter Committees. Janice received her Certified Municipal Clerk Certification and Certified Public Finance Administrator Certification in 2008, and her MiCPT in 2010. She is currently a board member for the Lapeer County EMS Board, and Zoning Board of Appeals Board Member for Imlay Township, where she resides.
Prior to joining the city, she was employed in private industry.

Margaret Birch, CPFA, CPFIM, MiCPT - Director (Membership)
Treasurer, Waterford Charter Township
Margaret was elected Treasurer of Waterford Township in 2006, a community of approximately 71,000 residents. As Treasurer of Waterford, she is responsible for payroll and benefits, administrator of two defined benefit pension plans, a Retiree Health Care Trust that she established for the township, and the township's defined contribution plan.
Margaret earned the designation of CPFIM in 2010 and her CPFA in 2011. She also wrote and had the Township's investment policy certified in 2008.
Margaret is currently a Director on the APT US&C, having been elected in 2010, and also serves as Treasurer of the Oakland County Treasurers Association, first elected in 2009.
Margaret is Treasurer on the Board of Directors for the Waterford Area Chamber of Commerce, with more than 500 members. She is a strong believer in collaboration and works closely with the Township, Chamber and Waterford School District. Margaret assisted with the production of a video showcasing the Township, which is seen on the Township, Chamber, and School District websites.
Margaret is a frequent volunteer at the Waterford Senior Center, the CAI Golden Age Club, the Waterford Historical Society, Waterford Youth Assistance, Christmas in Action and team leader for Relay for Life.
Margaret is a member of the Waterford Beautification Committee and works with others to enhance her community; the latest project being a privately-funded new gateway sign into Waterford.
Margaret's passion is water-skiing the slalom course. She was fortunate to ski in the Water Ski Nationals in 2011.
Margaret lives with her loving husband, Paul, who supports her in everything she does, and their sweet dog, Tina.

Rose Dillon, CPFA, MiCPT - Immediate Past President
Treasurer, Fruitport Charter Township
Rose was elected in 1996 as the Fruitport Charter Township Treasurer and immediately became a member of the MMTA as well as the MTA, APT US&C and the Muskegon County Treasurers Association.
Rose was elected to the MMTA Board of Directors at the 2004 Annual Business Meeting. During her terms on the MMTA Board she has been a Director on teh Newsletter, Legislative and Membership Committees, and a member of the Education Committee. She feels the education and networking provided by this organization have equipped her to be more effective as Fruitport Township Treasurer.
As a township board member, she has served on the following committees: Police, Department of Public Works, Election, Finance, Insurance, and Cemetery.
She serves her communtiy as President of the Fruitport District Library Board and participated on a steering committee that worked on a District Library plan to keep all libraries in Muskegon County open. She is a member of her local Lady Lioness where funds are raised in the community for charities and/or those in need.
Her greatest pleasure is her family which includes husband, Greg, three daughters and four grandchildren.
The MMTA Board of Directors is governed by integrity and professionalism. The constant goal is to lift the bar for better education and networking for the membership. She feels honored to serve this fine organization.

Kim Goethe - Associate Liaison
First Vice President - Relationship Manager, Flagstar
Kim is responsible for delivering investment, checking, and treasury management services to the Bank's new and existing public sector clients. Kim's territory includes western Wayne and Oakland counties, as well as the southern half of lower Michigan.
Kim's previous experience includes five years at National City Bank as a public funds relationship manager. She also worked at Bank One in various capacities including retail banking, lending and treasury management. She is a Certified Treasury Professional with the Association for Financial Professionals and holds a BBA Degree in Finance from Eastern Michigan University.
Kim's professional credentials include membership in the Michigan Municipal Treasurers Association, Michigan Government Finance Officers Association, Michigan School Business Officials, and Michigan Association of County Treasurers. In addition, she is a member of various local municipal and school associations.
